Make way for TV’s zestiest nanny, “Jessie,” who moves to New York City to start a new life. Jessie O’Keefe, played by Debby Ryan of “The Suite Life on Deck,” is a high school grad from Texas who becomes nanny to four children of a busy Hollywood producer and fashion designer.
