Although he was the one cited for speeding, Justin Bieber insisted to authorities he was being chased by aggressive photographers and has filed a harassment complaint.
The California Highway Patrol pulled Bieber over on Friday after the Justin was caught in a high-speed chase, but as he was being ticketed, the singer filed the complaint, claiming one particular photographer was driving like a manic on the road and put several lives in danger. Bieber gave the cops the photog’s license plate number.
A CHP officer dropped by later to Justin's music video shoot to take his statement, reports TMZ.
TMZ says the cops also took the pap's statement, too -- and are now investigating him for harassment.
